What is it with these signs?

So this summer I have noticed more and more signs promoting businesses along the roadways.  These aren't one time or one weekend garage sale signs.  They are small signs, well, probably 2 feet by 2 feet or so, posted along roadways promoting landscapers, well installers, tree trimmers and numerous other businesses.  

You generally see these types of signs when someone is doing a construction project or doing landscaping around a home.  But these signs are everywhere!  They are posted along roadways, I suppose, trying to get your interest.  Is this a new form of advertising?  I find these signs most annoying and it will only get worse as the political season gets near and the idiotic politicians will be contributing to the mess.  

This seems to me to be a waste of money and natural resources.  There are better ways to advertise.  And who in their right mind is going to stop on a busy road to write down a phone number for one of these jerks that are cluttering up the roadways.
